Defecting Chinese diplomat Chen Yonglin said Wednesday that the Chinese government
was carrying out a systematic plan to gain influence and control over the Australian
government.
Speaking at a press conference in Sydney, Chen said, “The
Chinese Government wanted to use economic means to compel Australia to give ground
on issues like security and human rights.”
“The Chinese Government
believes that Australia can be bought.”
According to Chen, the former
First Secretary of the Chinese Consulate in Sydney who earlier this month came
public with the news of his defection, Chinese leaders have been forming personal,
close relationships with top Australian officials of the last several years.
So
close that the Chinese government has been receiving legal assistance from the
Australian government in fighting off a torture law suit from an Australian citizen
who was imprisoned on a return trip to China, and says she was subjected to persecution
because of her belief in Falun Gong.
Zhang Cuiying is seeking justice through
a case in the Australian courts against former Chinese leader Jiang Zemin and
the 610 office, the organization created by Jiang to carry out the repression
of Falun Gong.
Chen pointed to the bilateral dialogues between Australia
and China, an exercise that is also criticized by human rights groups in Canada
as ineffective in dealing with China’s human rights record, as an example
of increasing influence the Chinese government is having.
“When high
level (Australian) officials were visiting China, I have read all the brief reports
sent to the Chinese Embassy. They absolutely did not bring up human rights issues,”
said Chen.
Chen added that Australian Minister of Foreign Affairs and Trade
Alexander Downer issued a certificate banning Falun Gong signage a day before
Chinese Foreign Minister Tang Jiaxuan was to arrive in Canberra in March 2002,
claiming signs attesting to the persecution in China would “impair the dignity
of the mission”.
Since then Downer has reissued the certificates each
month.
SYDNEY — Chen Yonglin, the former Chinese diplomat
who recently defected, held a press conference in a club in Chatswood at 2:30
pm on June 22. Among the topics Chen covered was the practice the Chinese Communist
Party has of abducting individuals from inside Australia.
Chen Yonglin described
in detail the abduction of Lan Meng, the son of Lan Fu, the former Deputy Mayor
of Xiamen City, Fujian province. He knew of this from Zhang Jin, the deputy director
general of the Third Bureau of the Chinese Ministry of Public Security, who visited
Sydney in 2002.
Chen was in charge of entertaining Zhang. He took care
of him very well and Zhang Jin was very satisfied. In the Hyatt Hotel near the
Sydney Opera House he confided in Chen the story of this abduction, which had
been carried out according to Zhang’s plan.
To all appearances, it
looked as though Lan Fu himself was willing to go back to China.
Lan Fu
came to Australia to visit his wife and son Lan Meng in November 1999. Lan brought
four hundred thousand Australian dollars to his family as living expenses. In
January 2000, before Lan Fu’s visa had expired, Zhang Jing personally supervised
the kidnapping of Lan Fu’s son.
All the equipment and drugs used for
the kidnapping were provided by a Chinese spy who holds Australian citizenship.
They used a type of anesthetic called “Du-Jing” to put Lan’s son
to sleep. They then took him to a fishing boat and the fishing boat carried him
out to international waters. There was a Chinese cargoboat waiting in international
waters.
They detained Lan Meng on the cargoboat, and called Lan Fu. They
threatened Lan Fu. If he did not return to China, his son would die for sure.
In order to ensure Lan knew that the CCP had his son in hand, they let his son
talk to him. Lan was very worried about his son and pleaded with the CCP agents
not to hurt his son and wife. Lan agreed to to return to China in exchange for
his son’s freedom.
The CCP initially promised Lan that because his
crime had been very light, he would not be sentenced. The CCP also agreed to release
his son. That is why Lan Fu agreed to return to China. In April 2000, Lan Fu returned
to China. In November of the same year, he was sentenced to death at the first
trial. In April 2001, the CCP changed Lan’s sentence to the death penalty
with two years suspension at the second trial.
Chen said he had to tell
the media about this case. “I want to expose this because I think this case
is very serious. It may cause a political crisis for the Australian government.
According to my reliable sources, kidnapping cases like this happen once a year
in Australia. They are all done by the Chinese Communist Party’s spies and
secret agents in Australia.”
Chen also exposed how the CCP uses economic
interests systematically to manipulate the Australian government in areas such
as military policy, politics and human rights. He said in 2002, the CCP received
information from Australia revealing that the Howard government was very disappointed
with economic prospects in the Asia-Pacific Region, and so Australia decided to
establish a closer economic relationship with the United States.
That was
something China was very concerned about. In order to change the situation, the
CCP decided to sign the Guangzhou natural gas contract with Australia. This move
was very effective. Australia once again turned to the CCP.
While Chen
Yonglin was exposing specific details in his remarks, individuals constantly interrupted
his speech and tried to change the topic.
Chen Yonglin shed tears on a few
occasions during the press conference. He said he felt like he was in hell and
really tormented. He didn’t know who could help him. He felt he could not
sustain the pressure from both the Chinese and Australian governments. He was
afraid that he would eventually be betrayed by the Australian government as the
Australian government has such a close relationship with the CCP. Chen said in
a trembling voice, “I have no choice. I don’t know what to do. I don’t
know….”
Chen said when he was interviewed by officials from the
Department of Immigration and Foreign Affairs, he told them about the kidnapping
cases and his concern for his family’s safety. He felt that the Australian
government did not take seriously what he had said. He called on the Australian
government to pay more attention to the kidnapping cases happening in Australia.
He also asked the Australian public for their help.
